Digital Waste Tracking: Mandatory from October 2026
If you operate a permitted or licensed waste receiving site in England, Wales, or Northern Ireland, digital waste tracking becomes a legal requirement on 1 October 2026. Scotland follows in January 2027. Paper-based waste transfer notes and consignment notes are being replaced by a single, UK-wide digital system, and every permitted facility needs to be ready.
This is one of the biggest changes to waste regulation since the Environmental Permitting Regulations 2016. The shift affects every site that already needs technically competent management under its permit, which means the same recycling centres, landfills, transfer stations, and treatment facilities that TCM Pro supports every day.
What Is Digital Waste Tracking?
Digital Waste Tracking (DWT) is a DEFRA-led programme, delivered with the Environment Agency and devolved regulators, that creates a near real-time digital record of every waste movement. Instead of filling out paper waste transfer notes that sit in a filing cabinet until an inspection, operators will log waste types, quantities, and destinations electronically through a central government platform.
The system was built under Section 58 of the Environment Act 2021. It went into voluntary public beta on 28 April 2026, and the mandatory phase begins five months later.
The Environment Agency has been blunt about why this matters. Waste crime costs the UK economy an estimated £1 billion every year through fly-tipping, illegal exports, and waste being diverted from legitimate recovery routes. The old paper system gave regulators almost no visibility of waste movements between inspections. The new system gives them a live feed.

Phase 1 covers approximately 12,000 facilities. Phase 2 will bring over 100,000 additional operators into scope.
Who Needs to Act Right Now?
If your site holds an environmental permit or waste management licence and receives waste, you are in the Phase 1 scope. That includes:
- Landfill sites
- Materials recovery facilities (MRFs)
- Waste transfer stations
- Treatment and recycling facilities
- End-of-life vehicle (ELV) sites
- Composting and anaerobic digestion plants
These are the same sites that must maintain technically competent management under their permit conditions. If your site needs a TCM, it almost certainly falls within the October 2026 deadline.
What You Need to Do
Operators can submit data in two ways: through an API connection integrated with existing waste management software, or through a spreadsheet upload via the government portal. Most smaller operators will start with the spreadsheet route.
The practical steps before October:
- Register on the service. Sign up through GOV.UK for the digital waste tracking public beta. Getting in early means you can test the system before it becomes compulsory.
- Review your current record-keeping. Identify what waste types, volumes, and source data you currently capture. The digital system requires consistent, structured data for every movement.
- Talk to your software provider. If you use waste management software, check whether your provider is building an API integration. DEFRA maintains a list of approved software providers, and developers can contact WasteTracking_Developers@defra.gov.uk for integration details.
- Train your team. Everyone involved in receiving waste needs to understand the new reporting process. During the transition period, you must continue existing reporting alongside the new digital system.
- Check your wider compliance. Digital waste tracking is one part of your permit obligations. Your site still needs a technically competent manager with the correct CIWM (WAMITAB) qualification for your waste activities, valid Continuing Competence, and the required attendance hours. A digital record that shows perfect waste tracking will not help if your site lacks competent management.
The Penalties Are Real
This is not a soft launch. The Environment Agency has confirmed that non-compliance constitutes a breach of waste regulations. Enforcement options include:
- Formal warnings
- Statutory notices
- Civil penalties of up to £5,000 per incident for continuing with paper records after October 2026
- Fines of up to £50,000 for broader duty of care failures
- Permit suspension or revocation
- Criminal prosecution
The Environment Agency has stated plainly that “non-compliance will be easier to detect and harder to conceal” under the digital system. The days of falsified paperwork going unnoticed between inspections are ending.
